2. Following are comments of the non-African sub-Committee of the A. C. E. C. on revised Grant Code enclosed in your despatch No. 123 of 1946. BEGINS:
"Section 19.

A proportion of 14 teachers to every ten classes in addition to the Headmaster or Headmistress and to part-time teachers for subjects such as Music, Art, Handwork and Physical Training appears to be unduly generous. It would mean that each full- time teacher would have ten free periods or more out of a weekly total of thirty five periods. The Sub-Committee consider that if money can be spared for this somewhat extravagant allowance of teachers it might be more usefully devoted to the development of primary education.
Section 4.
It is presumed that the Director has powers to decide whether a proposed new school or the extension of an existing school is necessary before deciding whether a grant can be made. The Sub- Committee suggest that the powers of the Director in this respect should be stated more explicitly.
